BIO:  Penny is a very special little girl.  She comes to FDR as a puppy mill survivor.  Penny is very shy and will take some time to warm up to you.  She is not at all aggressive just a little scared and timid.  Penny would need a very special home that would continue to make her feel comfortable.  Once Penny warms up to a new family she will love you but it will take time and patience. Penny seems to warm up to women a little faster than men.  She follows my teenage daughter everywhere.  She gets scared when there are a lot of new people in the house and looks for protection from her people.  Although she is working very hard at it, she is not completely housetrained. This will require some patients and consistency.  She would probably do well with a doggie door.   Penny adores other dogs and cats.
